NITI Aayog, India’s policy think tank, has announced a call for expressions of interest (EoI) to conduct research on the India Innovation Index. This initiative aims to foster an environment of competition among states and union territories (UTs), motivating them to assess and enhance their capacities for innovation. Such improvements are anticipated to boost India’s aggregate performance in innovation.
The India Innovation Index serves as a comprehensive tool for policymakers. It helps them pinpoint both the challenges that need addressing and the strengths that can be harnessed to formulate regional economic growth strategies.
The index evaluates innovation using two main categories: ‘Enablers’ and ‘Performance’. ‘Enablers’ include essential elements like human capital, investment, knowledge workers, business environment, and safety and legal frameworks. These factors support the foundational capacities for innovation. ‘Performance’, on the other hand, measures the outcomes derived from these inputs, segmented into knowledge output and diffusion.
The research project, set to span six months post-contract award, involves identifying both quantifiable and qualitative indicators to measure innovation throughout the country, according to NITI Aayog’s announcement.
