The Union Cabinet has green-lighted the ‘BioE3’ (Biotechnology for Economy, Environment and Employment) policy, which is set to enhance the Department of Biotechnology’s capabilities in high-performance biomanufacturing.
Information and Broadcasting Minister Ashwini Vaishnaw stated that the BioE3 policy aims to bolster research and development, fostering innovation and entrepreneurship within key thematic areas.
The initiative will promote the establishment of biomanufacturing hubs, bio-AI centers, and biofoundries, expediting the journey from technological innovation to market readiness.
The policy also emphasizes sustainable bioeconomy frameworks that align with green growth models, aiming to expand India’s skilled workforce and significantly increase employment opportunities.
An official release highlighted that the BioE3 policy will reinforce government efforts towards achieving a ‘Net Zero’ carbon economy and adopting a ‘Lifestyle for Environment’ ethos. It is designed to advance India towards sustainable and accelerated ‘Green Growth’ by endorsing a Circular Bioeconomy.
“The BioE3 Policy is geared towards nurturing a sustainable, innovative future that adeptly responds to global challenges, articulating a vision for a developed India,” the release noted.
This pivotal time presents an opportunity to champion the industrialization of biological processes, promoting sustainability and addressing critical issues such as climate change, food security, and health.
Building a robust biomanufacturing ecosystem is essential for pioneering bio-based innovations ranging from medicinal products to solutions for agriculture and materials, integrating advanced biotechnologies to revolutionize manufacturing.
The BioE3 policy will focus on strategic sectors including bio-based chemicals, biopolymers, enzymes, smart proteins, functional foods, precision biotherapeutics, climate-resilient agriculture, carbon utilization, and marine and space research.
Additionally, the Union Cabinet has endorsed the merging of three key schemes from the Department of Science and Technology into the centralized ‘Vigyan Dhara’ scheme, with a proposed budget of Rs 10,579 crore through the 15th Finance Commission period, 2021-2026. This scheme aims to enhance institutional and human capacities, further research and development, and facilitate innovation and technology deployment.
